The subject of the control of respiration has given birth to many theories and innumerable investigations. The accumulation of data is great. Repeated experimentation under identical conditions by numerous trained observers has demonstrated the accuracy of various findings. What is lacking is the explanation of these results. Much of the experimental work on the mechanism of respiratory regulation has been planned to test empirical findings, but very little has been carried out to determine the nature of the behavior of nerve tissue. What is needed are basic experiments leading to an explanation of the nature of the institution and conduction
