Faced with yearly deficits in the portion of its budget devoted to the purchase of medical periodicals, the Library of the College of Physicians and Surgeons of Columbia University undertook an analytical study1 of the costs of the various medical journals purchased. It was soon found that the deficits were due in large measure to the impossibility of accurately determining the cost of certain periodicals in advance. While no such difficulty was encountered with the allowances for American, British or French journals, the estimates for German periodicals were frequently inaccurate.
