That the present emergency calls for a great increase in the size of our Army and Navy with provision of all that is necessary to make these armed forces into a superlative instrument of war, scarcely anyone denies. That it calls for rapid acceleration of those of our industries which can engage in the manufacture of materials of war, everyone will grant.
