When a peace loving nation is attacked, its citizens are called upon to make the most important adjustment of a lifetime. In total war, everyone is an important cog in his country's defense. Considerations of individual convenience and safety must be subordinated for national security. In time of peace, the various vocations and avocations offer the citizen a wide choice of useful pursuits, and independence of individual action is a sign of national vitality.
