This is the latest in a series of commissioned reports that are critical of the present state of American medical education. The more useful of these documents, including the Carnegie Report of October 1970 and the Campbell Report to the Illinois Board of Higher Education in 1968, have contained constructive suggestions for change, and this current Millis Report II follows this pattern.
We say Millis Report II because Dr. Millis authored a highly regarded study of the graduate education of physicians in 1967. This report was authorized by the National Fund for Medical Education. The substance lies in the second
