On 30 October 1972, President Nixon signed into law PL 92-603, which sharply raised the level of involvement of the federal government in health care. This law is best known to physicians because of its section that mandates the formation of Professional Standards Review Organizations (PSROs). This legislation was intended to translate into action the "concern" of the Congress over the quality and cost effectiveness of medical care. But the same 92nd Congress also passed another section of PL 92-603, under which Medicare payments could go to chiropractors for "manual manipulation of the spine to correct a subluxation demonstrated by
