In Chinese folklore he who saves another person's life is responsible for him for the rest of his existence. Ever since the enactment of Public Law 92-603 in 1972 the Federal Government might be regarded as being in the same position as the proverbial Chinese good Samaritan who becomes the moral prisoner of his altruistic deed.
