The constitutional purpose of the first decennial Census in 1790 was to provide states with a basis for fair apportionment among seats in the U.S. House of Representatives. Although this primary purpose has not changed, new needs for information about the nation's population have developed as the country has grown. The first Census asked five questions of 4 million U.S. residents. This month, the 20th decennial Census of population and housing will be asking 19 questions of an estimated 222 million U.S. residents in 80 million households, with a sample of the latter being asked 46 additional questions.
