As reflected by the title, this is an extremely ambitious undertaking in an area of vital interest and importance. Unfortunately, it falls considerably short of the author's major goal ". . . to present and analyze the evidence concerning effects of low doses of radiation upon humans, and to demonstrate that a systematic and consistent evaluation of the evidence is now possible, with very useful practical results for . . ." a broad spectrum of readers from physicians to nuclear engineers to the concerned layman.
