In 1986, the U.S. Congress asked the Secretary of the U.S. Department of Health and Human Services (DHHS) to solicit a proposal from the National Academy of Sciences (NAS) to conduct a study that would address "maintaining and improving the quality of care for the elderly." These two volumes partially fulfill that charge. A 17-member committee commissioned by the NAS held public hearings, panels, site visits, focus groups, and research meetings across the country to develop a 10-year plan for improving quality assurance in the Medicare program.
