As befits a publication of the World Health Organization, this primer on drug abuse, its prevention, and its treatment has a global perspective: Nearly as much attention is given to khat as to heroin. And the treatment is comprehensive, almost to a fault. The pros and cons of drug legalization are noted, but so are the virtues of safety caps on prescription bottles. There is nothing controversial here; blandness prevails. This book was undoubtedly written by a committee, in this case an unidentified one.
