The health law project at the University of Pennsylvania has produced an interesting book. It begins with a historical description of Blue Cross and provides a full description of the statutory structure from a historical and legal perspective. Blue Cross was started during the Great Depression primarily to help hospitals meet their financial responsibilities. Information in great detail is provided on the relation between the national Blue Cross and the American Hospital Association, as well as the state Blue Cross corporations.
