In 1972 the National Cancer Institute initiated organ site programs, by which grant support is directed to targeted research. In each organ site program, the planning, direction, coordination, and scientific administration are conducted at a headquarters institution other than the National Cancer Institute. A program director, with the aid of a working cadre of scientists, solicits research proposals, coordinates the review of applications, and recommends projects for funding to the National Cancer Institute. The proposals are judged on their scientific merit and conformity with the objectives of the organ site program.
