To the Editor: The Health and Public Policy Committee of the American College of Physicians has produced an excellent report on financing long-term care (1) and on long-term care for the elderly (2). My comments relate to the topic of long-term institutional care for the elderly. The best way to finance long-term institutional care for the elderly is to prevent institutionalization. Elderly persons are institutionalized for many reasons, such as medical or psychiatric illness, loneliness, care giver breakdown, and occasionally the insistence of overprotective relatives or ill-informed health workers.
