The information disseminated through an electronic journal should be considered published material. Thus the statement on prior and duplicate publication that begins, "Most journals do not wish to consider for publication a paper on work that has already been reported in a published paper or is described in as paper submitted or accepted for publication elsewhere" (1) should be taken to apply to electronic as well as print media.
