As forecast by Professor Ian Maddocks (1), Papua New Guinea achieved self-government on 1 December 1973 and, with the usual numismatic and philatelic acclaim, independence from Australia on 16 September 1975. In common with other ministates of Oceania, it elected British Commonwealth status, with Queen Elizabeth II as nominal sovereign; Milne Bay's Sir John Guise became the first governor general. The health care system remains three-tiered with separate training facilities for aid post orderlies, health extension officers, and medical or dental practitioners.
