To the editor: Dorsen and Miller, in their paper "The Drug Regulation Process and the Challenge of Regulatory Reform" (1), advocate speedy passage of the Drug Regulation Reform Act of 1979. To the contrary, the House of Representatives has acted wisely in delaying passage, since this act poses a serious threat to the public health and welfare. Specifically, it allows the FDA the authority to restrict distribution of approved drugs without requiring their availability to all physicians and patients willing to cooperate in their continued evaluation.
