On 13 September 1982 The New York Times (1) reported that the Department of Health and Human Services (DHHS) is making plans to revise, for the first time since 1966, the "Condition of Participation" for Medicare hospitals. These conditions are the regulations by which hospitals approved by Medicare must operate. The proposed revisions, similar to those planned by the Carter Administration but never enacted, are part of President Reagan's efforts at regulation reform.
