Volume 1 summarizes the detailed report that makes up Volume 2. The scope includes organization policies, services, and economics; the populations to be covered and the services they need; and personnel. Specific issues such as immigration effects, substance abuse, mental health, the acquired immunodeficiency syndrome (AIDS) long-term and palliative care, and dying with dignity are covered along with broader matters such as hospital services and home care. An appendix to Volume 2 gives a concise chronologic history of health care in British Columbia.
